"Deploy" = the official Whataburger labor-deployment ramp (Ops Manual Q2 2026): post an Outside Order Taker at 9 staff, open both drive-thru lanes at 11 (requires a staffed second production line), add the second OOT at 13. Minimum 5 headsets in use at all times; 8 during outside order-taking.
